1. EDUCATION, WORKFORCE ISSUES HIGHLIGHT NURSING CONFERENCE. Nearly 50 nursing leaders from around the country met at the Vanderbilt University School of Nursing last week for a special meeting of members of the American Academy of Nursing to discuss the future of nursing education. They discussed hot-button issues such as the aging of nursing faculty, the competition for clinical placements, the dearth of Master's- and doctoral-prepared nurses and the pros and cons of new academic initiatives such as the clinical nurse leader and the Doctor of Nursing Practice. Present at the conference were representatives from the National League for Nursing, the American Organization of Nurse Executives, the American Association of Colleges of Nursing, Johns Hopkins University School of Nursing, Indiana University School of Nursing, University of Oklahoma Health Sciences Center, University of Pennsylvania and several other nursing programs were in attendance. 2. COVERING KIDS & FAMILIES PROGRAM WILL TARGET THE NATION'S 8.4 MILLION UNINSURED CHILDREN. According to a report from the American Hospital Association's AHA News Now, a third of the nation's 8.4 million uninsured children have gone without medical care for an entire year, yet more than seven in 10 of them appear to be eligible for Medicaid or the State Children's Health Insurance Program, according to an analysis released today at the launch of the national Covering Kids & Families campaign. AHA is a partner in the Robert Wood Johnson Foundation campaign, which seeks to enroll eligible children in public coverage programs during the back-to-school season. Since 1998, the number of uninsured children has decreased by nearly 2 million, largely due to children being enrolled in Medicaid and SCHIP, the study notes. Although minority children have made the greatest gains in coverage, they still are more likely to be uninsured than non-Hispanic white children. Organizers are focusing this year's campaign on reaching uninsured African American and Hispanic children who may be eligible for low-cost or free health coverage.

3. LEGISLATION INTRODUCED AIMED AT EXPANDING MEDICAID COVERAGE OF ADVANCED PRACTICE NURSES. Sen. Daniel Inouye (D-HI) introduced to the senate on July 27, 2005, legislation which would expand Medicaid coverage of advanced practice registered nurses (APRNs) through the introduction of the Medicaid Advanced Practice Nurses and Physician Assistants Access Act (S. 1515). This proposed legislation, will increase patients' access to essential heath care services while helping to control Medicaid spending. A companion bill, H.R. 2716, was introduced in the U.S. House of Representatives on May 26, 2005, by Reps. John Olver (D-MA), Sherwood Boehlert (R-NY), Lois Capps, RN (D-CA) and Steven LaTourette (R-OH). Current federal law requires fee-for-service Medicaid to cover health care services provided by some APRNs, including pediatric nurse practitioners, family nurse practitioners and certified nurse midwives (CNMs). Some states have opted to also cover the services of certified registered nurse anesthetists (CRNAs) and clinical nurse specialists (CNSs) - mainly because these practitioners are willing to provide services in physician shortage areas.

However, under the Balanced Budget Act of 1997 (BBA, P.L. 105-33), states also have the option of excluding APRNs as Medicaid providers in primary care case management and managed care. In addition, the BBA provides only a vague reference to the types of providers who must be included in managed care panels. Plans must show only that they provide access to "a sufficient number, mix, and geographic distribution of providers" - thus leading to the potential further exclusion of APRNs. The Medicaid Advanced Practice Nurses and Physician Assistants Access Act (H.R. 2716/S. 1515) would remove these barriers to practice. H.R. 2716/S. 1515 would alter Medicaid law. 4. MONSTER HEALTHCARE JOINS WITH AACN ON NEW SCHOLARSHIP PROGRAM TO HELP ALLEVIATE THE NURSE FACULTY SHORTAGE. Monster Healthcare and the American Association of Colleges of Nursing (AACN) announced the creation of a new scholarship program to address the growing shortage of nurse educators. The Monster Healthcare-AACN Nursing Faculty Scholarship is designed to increase the number of nurse educators needed to expand student capacity in entry-level nursing programs. See the AACN web site for lists of Baccalaureate to Doctoral programs and Doctor of Nursing Practice programs. Five $25,000 scholarships funded by Monster Healthcare will be awarded this fall. Applications are available on the AACN Web site during August 2005.

5. NEW STUDY ESTIMATES COSTS OF BUSH ADMINISTRATION'S HEALTH IT PLANS.
President Bush's proposal to create a "model" national health information network would cost more than $156 billion in initial capital investment and $48 billion in annual operating costs over the next five years, according to a study published in the Aug. 2 issue of the Annals of Internal Medicine, CQ HealthBeat reports. The study was conducted by researchers at Brigham and Women's Hospital and Massachusetts General Hospital and funded jointly by the Harvard Interfaculty Program for Health Systems Improvement and the Commonwealth Fund (Carey, CQ HealthBeat, 8/1). For the study, a panel of health care officials provided researchers with a set of minimum requirements that a model network must meet. After determining that the network should be accessible to doctor's offices, hospitals, pharmacies, clinical labs, nursing homes and home health agencies, researchers estimated the cost of deploying such a network nationwide (Freking, AP/Contra Costa Times, 8/2). AONE PUBLISHES POSITION STATEMENT ON DIVERSITY. AONE has announced the publication of a position statement on diversity, which was approved by the AONE Board of Directors at its meeting last month. "Diversity and all of its implications are vital in making our work environments healthful places to practice and provide patient care, and diversity is one of the vital lenses that AONE looks through to help guide our decision making and governance," said AONE president Marilyn Bowcutt, MSN, RN. "My deepest thanks and appreciation go to the AONE Diversity Council and the AONE staff for their leadership, boldness, and spirit. My hope is that all of our members and affiliates will exhibit the courage to engage their constituencies in courageous dialogues on diversity."
