1. JOHNSON & JOHNSON CAMPAIGN FOR NURSING'S FUTURE RECEIVES AWARD. In a ceremony held at the White House yesterday, Johnson & Johnson received the Ron Brown Award for Corporate Leadership honoring its Campaign for Nursing's Future. The Campaign was developed to help alleviate the nursing shortage by increasing awareness for the nursing profession and providing access to nursing programs. The Ron Brown Award for Corporate Leadership, presented by U.S. Secretary of Commerce Secretary Carlos M. Gutierrez, is the only presidential award to honor companies for the exemplary quality of their relationships with employees and communities. Johnson & Johnson was one of three companies this year to receive this prestigious award established in honor of the late U.S. Secretary of Commerce Ron Brown. 2. AGENCY FOR HEALTHCARE RESEARCH AND QUALITY EMPHASIZES RESEARCH GAPS. In FY2006, the Agency for Healthcare Research and Quality (AHRQ) plans to emphasize research gaps regarding the care of individuals with multiple health conditions in its grants portfolio of large research grants, small research grants, and career development awards. While many studies have focused on the efficacy and effectiveness of disease-specific interventions, there has been limited work that addresses the unique needs of sicker patients - those with multiple co-morbid conditions and those in need of multiple risk-behavior interventions. 3. PA PATIENT SAFETY AUTHORITY ISSUES NEW PATIENT SAFETY ADVISORY. Patients who required hospital-level care within hours or days after treatment at an ambulatory surgical facility (ASF) may have benefited from more detailed discharge instructions and more structured patient-provider communication, according to reports submitted to the Pennsylvania Patient Safety Authority through its mandatory, statewide Pennsylvania Patient Safety Reporting System (PA-PSRS). While it appears that most ASFs provide appropriate discharge instructions, reports to PA-PSRS from ASFs, highlighted in the December 2005 issue of the Patient Safety Advisory, identify opportunities for improvement. 4. MEDICARE PROPOSES TO COVER ADDITIONAL CARDIAC REHAB SERVICES.The Centers for Medicare & Medicaid Services is accepting commentson a proposal to           expand Medicare coverage for hospital outpatient cardiac rehabilitation services to three additional groups of patients. They are patients who have had heart valve repair or replacement, percutaneous transluminal coronary angioplasty, or a heart or combined heart-lung transplant. Based on an extensive literature review, CMS said evidence is adequate to conclude cardiac rehabilitation is "reasonable and necessary" for such patients. It currently covers cardiac rehabilitation services for Medicare patients following heart attack, coronary artery bypass surgery and stable angina pectoris. CMS also reconfirmed that cardiac rehabilitation is covered as an "incident-to" physician service, which requires a significant amount of physician involvement, including direct supervision by a physician. However, they note that physician supervision requirements are "generally assumed to be met where the services are performed on hospital premises." CMS posted the proposed decision memorandum Dec. 22 with a 30-day comment period. Hospitals are encouraged to review and comment on the document before January 22. 5. FLORIDATASK FORCE ISSUES RECOMMENDATIONS TO ADDRESS ED CRISIS.A new reportby a Florida Hospital Association task force recommends strategies for addressing the multiple challenges facing hospital emergency departments in the state. Those challenges include an increasing volume of patients and lack of hospital capacity, growing shortage of nurses and of physicians taking on-call coverage, growing number of uninsured and underinsured residents, medical liability issues, and antiquated and ambiguous regulations, the report concludes. The panel recommends potential strategies to reduce overcrowding and maximize effective use of the state's EDs, and to ease the shortage of on-call physicians and modernize regulations. In addition to hospitals, the task force included representatives from state and local emergency medical services, physician and nursing organizations, health plans and health care law. 6. PRESIDENT SIGNS 2006 LABOR-HHS APPROPRIATIONS INTO LAW. The President recently signed the FY 2006 Labor HHS Appropriations bill into law. The $142.5 billion in discretionary spending for the Departments of Labor, Education, Health and Human Services and related agencies provides a total of $151.2 million for Title VIII Nursing Workforce Development programs, an increase of $550,000 over the FY 2005 level. The Nurse Education, Practice and Retention program was the only program to receive an increase over last year's funds, while other programs received the same funding level or a slight decrease. The increase will be short-lived due a one percent across-the-board cut for all discretionary programs, excluding those for veterans, which will be enacted shortly.

7. COST PREVENTS MORE RURAL HOSPITALS FROM ADOPTING MEDICATION SAFETY TECHNOLOGIES. Cost is a major barrier to broader adoption of medication safety technologies by small rural hospitals, a new national studyindicates. "The finding of significant relationships between financial status and pharmacist staffing, use of technology, and implementation of medication safety practices supports a continuation of Medicare polices to help ensure financial stability for small rural hospitals through cost-based reimbursement as a means of helping to support quality and patient safety activities," concludes the study by the Upper Midwest Rural Health Research Center, one of eight rural health research centers funded last year by the Department of Health and Human Services. 8. DEADLINE APPROACHING FOR HRET PATIENT SAFETY FELLOWSHIP.Limited space is still available in the 2006-2007 class of HRET Patient Safety Leadership Fellows. The deadline for applications is January 10, and Fellows will be selected in late February. Applications are available at www.hretfellowships.org. Health care leaders are invited to apply, or to refer colleagues who would benefit from the program. The Fellowship is an intensive, yearlong educational program for senior health care leaders, focused on advancing cultures of safety and promoting breakthroughs in patient care. HRET and the National Patient Safety Foundation sponsor the Fellowship in partnership with the AHA, Health Forum, American Organization of Nurse Executives, American Society for Healthcare Risk Management, and Society of Hospital Medicine. 9. JCAHO CHANGES REVIEW CYCLE FOR HEALTH CARE STAFFING SERVICES CERTIFICATION PROGRAM. The Joint Commission on Accreditation of Healthcare Organizations has announced that organizations participating in its Health Care Staffing Services Certification Program will undergo an on-site review every two years. The shift from an annual review cycle to a biennial review cycle is consistent with other Joint Commission certification programs. As part of the transition, the Joint Commission will underscore the continuous nature of the certification process and emphasize the expectation of continuous standards compliance by enhancing the certification requirements. These enhancements include the completion of a Periodic Performance Review (PPR) in which firms will evaluate compliance with Joint Commission standards at the mid-point of the review cycle. The transition to the two-year review cycle will begin this month. AONE TEAMS WITH GEORGE WASHINGTON UNIVERSITY TO LAUNCH MENTOR PROGRAM.AONE, in conjunction with the George Washington University Online Master's in Nursing Leadership program, has announced a mentorship initiative to provide professional growth opportunities for aspiring nurse leaders. Through one-on-one mentoring relationships between AONE-member nurse executives and GWU students, this program will provide opportunities for aspiring leaders to consult, problem-solve and develop a personal philosophy of leadership through academic study enhanced by supportive mentoring relationships with practicing nurse executives. AONE will pair volunteer nurse executives with the students. The mentorship program will be conducted primarily online, but students and mentors are encouraged to develop communication lines through telephone calls and face-to-face meetings if possible. The nurse executives and students will evaluate their participation at the end of the first year of the program. The nurse executive applications can be accessed at www.aone.orgunder the News Updates section.
