1. ACADEMIC LEADERS FORM NEW GLOBAL ALLIANCE ON NURSING EDUCATION. Four of the world's leading nursing education organizations have established a new alliance to improve patient care through nursing education and ensure a robust global supply of highly educated nurses. Formed in December 2005, the Global Alliance on Nursing Education (GANE) includes representatives from Australia & New Zealand, Canada, the United Kingdom, and the United States who are committed to enhancing the educational preparation of registered nurses (RNs), expanding opportunities for nursing education, and addressing student enrollment concerns, including the growing shortage of nurse faculty. GANE members include the American Association of Colleges of Nursing (AACN), the Canadian Association of Schools of Nursing (CASN), the Council of Deans and Heads of United Kingdom University Faculties and Health Professions (CoD), and the Council of Deans of Nursing and Midwifery (Australia & New Zealand) (CDNM(ANZ)). 2. NO NURSING SHORTAGE AT UCLA. The U.S. nursing shortage may be less a shortage of nurses and more a shortage of good hospital managers, if the University of California at Los Angeles Medical Center is any indication. According to an article published this week in United Press International, the UCLA Medical Center has a nursing vacancy rate between 2 and 5 percent, while some U.S. hospitals deal with a rate of 20 percent. The article points to a number of reasons why nurses not only want to work at the Los Angeles hospital, but decide to stay as well: Flexibility in scheduling; paid education time to be used for conferences, online education, outside courses; and subsidized weekend retreats for nurses who need a break. Although the hospital doesn't currently have a shortage of nurses, they are preparing for the fact that many nurses are expected to retire within the next five years. In November, the University of California Board of Regents voted to approve a 2006-07 budget proposal that adds $5.2 million for new bachelor's and entry-level master's degree programs at the UCLA School of Nursing. Pending state approval, this change would increase the total number of nursing students at UCLA from 300 to 624 for 2010.

3. NURSES IN DEMAND AT HOSPITALS IN WEST CENTRAL OHIO. The nursing shortage at Dayton, Ohio-area hospitals is worse than the rest of the state or nation, according to a study of the region's nurse supply. The study, conducted by the Nursing Institute of West Central Ohio, showed fewer Dayton-area nurses choose to work in hospitals than the national average. The institute, based at Wright State University, is a regional effort to recruit and retain nurses. The data showed that about 55 percent of the region's RNs work in hospitals. The latest national study in 2002 shows 59 percent of the nation's nurses work in hospitals. In 2010, the national average is expected to decline to 55 percent, as hospitals are compete for nurses with doctor's offices, nursing care facilities and home health care services. 4. DIALING UP FOR NEW NURSING CAREERS. Nurses looking for new career opportunities don't have to go far. 5. WORKFORCE EXPERTS TO DISCUSS GLOBAL SHORTAGE OF HEALTH PROFESSIONALS & STRATEGIES FOR BUILDING CAPACITY. Join leading health workforce experts, employers and policymakers for an in-depth look at the causes, consequences, and possible U.S. policy responses to the global shortage of health professionals at AcademyHealth's 2006 Health in Foreign Policy Forum, February 8, in Washington D.C. This one-day event will bring together representatives of medical and nurse associations -- including the AHA, academic institutions, hospitals, recruiters, states, HRSA, the Senate Subcommittee on Immigration, the State Department, and the World Bank to discuss possible short-term and long-term strategies for strengthening health workforce capacity in this country and abroad. 6. NURSING OUTLOOK SEEKS MANUSCRIPTS. Nursing Outlook, the journal of the American Academy of Nursing, is seeking manuscripts for publication in a special issue of the journal focused on education-service partnerships. Special editors for this issue are: Catherine Gilliss, DNSc, RN, FAAN, Dean and Vice Chancellor for Nursing Affairs, Duke University School of Nursing and Mary Ann Fuchs, MSN, RN, Chief Nursing Officer, Duke University Health System. All manuscripts are subject to blind review, overseen by Nursing Outlook. Final selection of manuscripts for inclusion will also be handled by the journal. Deadline for submission is May 15, 2006. 7. JCAHO SEEKS INPUT ON PROPOSED STAFF INFLUENZA IMMUNIZATION STANDARDS--DEADLINE EXTENDED. The Joint Commission on Accreditation of Healthcare Organizations (JCAHO) seeks field advice on the proposed staff influenza immunization standards published by the CDC last summer. The Joint Commission is interested in learning your thoughts about whether influenza vaccination should be made mandatory among caregivers in various health care settings, what categories of individuals should be vaccinated, whether the option to decline vaccination for legitimate or other reasons should be provided, and whether and how organizations can track declination rates. The proposed standards are open for review until February 12, 2006. Click here to go to the Joint Commission website.

8. NEW TOOLKIT ON HOSPITAL REDESIGN STRATEGIES IS AVAILABLE. The Agency for Healthcare Research and Quality (AHRQ) is making a new toolkit available to hospitals that wish to redesign their processes of care to make them safer and more efficient. The toolkit, which was prepared for AHRQ by Denver Health, a partner in AHRQ's Integrated Delivery System Research Network, presents strategies for comprehensively redesigning and transforming processes of care in a hospital. It includes a discussion of the forces that lead health care systems to embark on system transformation; a series of steps to be taken in planning for such transformation; and strategies for translating information gathered into proposed projects for implementation. Many of the techniques included in the toolkit can be used to guide process improvements without embarking on comprehensive system transformation. Click here for details on the toolkit.

9. REPORT EXAMINES MEDICATION ERRORS IN RADIOLOGICAL SERVICES. A new report from United States Pharmacopeia examines medication errors occurring in radiological services that were voluntarily reported to the organization's MEDMARX database from 2000 to 2004. According to USP, 12 percent of the 2,032 reported errors resulted in harm, about seven times the rate for other types of medication errors tracked by the database. USP said breakdowns in communication between radiology staff and the physicians and nurses who provide a patient's care can lead to errors such as patients receiving the wrong drug or dose. The American College of Radiology called the report "incomplete" and "inaccurate," noting that more than 2.5 billion imaging procedures were conducted during the five-year USP study. "Americans are many times more likely to be struck by lightning than experience any of the errors cited in the USP report," said James Borgstede, M.D., chair of the ACR Board of Chancellors. 10. COUNCIL RECOMMENDS UPDATING LANGUAGE STANDARD FOR FOREIGN-EDUCATED NURSES.  The National Council of State Boards of Nursing, which represents the 60 state and territorial boards that regulate nurses in the U.S., recently recommended state and federal policymakers update the minimum score foreign-educated nurses must achieve on two federally recognized English language proficiency tests before they can work in the U.S. The Council recommended requiring overall scores on the Test of English as a Foreign Language of 560 or higher for the written version of the test, 220 for the computer-based test, and 83 for the new Internet-based version. For the alternative International English Language Testing System test, the Council recommended minimum scores of at least 6.0 on all modules and 6.5 overall. The recommendations exceed the Department of Health and Human Services' current standards for the TOEFL written test (540) and computer-based test (207). Also, HHS currently does not designate a minimum score for each IELTS module. However, HHS requires minimum scores for spoken English that are not part of the NCSBN proposal.
