1. HRSA RELEASES FY 2006 NURSING PROGRAM GRANT INFORMATION. The Health Resources and Services Administration (HRSA) has released information and application materials for FY 2006 nursing program grants authorized under Title VIII. Among the nursing programs whose information has been released are the Comprehensive Geriatric Education program and the Nurse Education, Practice and Retention program. Both programs have an application deadline date of December 6, 2005, at 5:00 pm ET. Click here for more information.
2. IOM OUTLINES IMPROVEMENT STRATEGY FOR MENTAL HEALTH, SUBSTANCE ABUSE CARE. A new report from the Institute of Medicine (IOM) outlines a strategy for improving quality in health care for mental or substance abuse problems and illnesses. Like the IOM's 2001 report, Crossing the Quality Chasm, the new report envisions a patient-centered health care system that encourages teamwork among health care workers and makes much greater use of information technology. Despite the fact that many people have both mental conditions and problems with alcohol and drugs, health services for these conditions have been isolated not only from other components of the health system but also from each other, the report notes. To make collaboration and coordination of care the norm, the report recommends that service providers link relevant areas of their organizations and form ties with other providers, and that government agencies, health care purchasers, health plans and accrediting groups create incentives and policies to increase collaboration among all health care providers. 3. MORE AMERICANS TURN TO HOSPITALS FOR CARE; ED VISITS ON THE RISE. Americans used more hospital care in 2004 than 2003, according to the 2006 edition of AHA Hospital Statistics that was released this week by the American Hospital Association. Hospital admissions increased to 35.1 million, average length of stay was 5.6 days and 3.9 million babies were born. Emergency departments averaged 309,000 visits per day, 9.2% more than five years ago. While there was little change in the number of hospitals, the number of hospital beds declined slightly. The report tracks trends in hospitals, facilities and patient services, and this includes includes a detailed breakdown of cardiac and transplant services. Click here for ordering information. 4. JCAHO ANNOUNCES CODMAN AWARD WINNERS. The Joint Commission on Accreditation of Healthcare Organizations (JCAHO) has announced the organizational and individual recipients of the 9th annual Ernest Amory Codman Award to recognize excellence in the use of outcomes measurement to achieve improvements in the quality and safety of healthcare. The award recipients are:

The awards will be presented on November 9 during the Joint Commission and Joint Commission Resources' National Conference on Quality and Patient Safety in Chicago.
5. INTERNATIONAL SURVEY: U.S. LEADS IN MEDICAL ERRORS. One-third of patients with health problems in the United States report experiencing medical, medication or test errors, the highest rate of any nation in a new Commonwealth Fund international survey whose results were published this week in a Health Affairs article. Assessing health care access, safety, and care coordination in Australia, Canada, Germany, New Zealand, the United Kingdom, and the United States, the survey found that while no one nation was best or worst overall, the U.S. stood out for high error rates, inefficient coordination of care, and high out-of-pocket costs leading to barriers to access to care. Three of 10 Canadian respondents reported experiencing at least one error, as did 27 percent of respondents from Australia, 25 percent in New Zealand, 23 percent in Germany, and 22 percent in the United Kingdom.
