1. FINAL SNF STAFFING RULE DETAILS NEW DATA POSTING REQUIREMENTS. The Centers for Medicare & Medicaid Services recently published a final rule establishing new data collection, posting, and record-keeping requirements for skilled nursing facilities and nursing homes. Effective December 27, the rule requires SNFs and nursing homes to post the actual and total hours worked each shift by licensed and unlicensed nursing staff directly responsible for resident care. In addition, the rule requires facilities to post their resident census. The data must be posted daily at the beginning of each shift, in a place readily accessible to residents and visitors. CMS interprets licensed nursing staff to mean registered nurses, licensed practical nurses, or licensed vocational nurses, and unlicensed nursing staff to mean certified nurse aides, as defined under state law. 2. U.K. PROPOSES ALLOWING NURSES, PHARMACISTS TO PRESCRIBE DRUGS
U.K. Health Secretary Patricia Hewitt has proposed allowing qualified nurses and pharmacists to prescribe nearly all medicines in the national formulary for all medical conditions as a means to allow patients to get quicker and more effective access to medicines. News of the proposal is set to cause heated debate--it brought on immediate opposition from the British Medical Association, which fought hard against the proposal. 3. ISMP, FDA PLAN EDUCATIONAL CAMPAIGN ON ERROR-PRONE MEDICAL ABBREVIATIONS. For more than 30 years, experts from the Institute for Safe Medication Practices (ISMP) have advocated abandoning one of he most common but preventable sources of medication errors--the use of ambiguous medical abbreviations and dose designations. That crusade is taking a significant step forward as ISMP and the FDA announce they will create a comprehensive educational campaign to eliminate potentially harmful abbreviations. The campaign, slated to be launched in the first half of 2006, will recommend that ISMP's list of abbreviations, symbols, and dose designations most often associated with medication errors be referenced whenever and wherever medical information is being communicated. Specific audiences targeted will include: healthcare professionals, medical writers, the pharmaceutical industry and FDA staff. ISMP and the FDA plan to reach those audiences through development of targeted educational material, articles in professional journals, and presentations at key conferences and meetings.
4. GROWTH IN UNINSURED AMERICANS OUTPACING FEDERAL SPENDING ON THE HEALTH CARE SAFETY NET. At a policy briefing examining the latest health coverage trends and the implications for the nation's health care safety net, the Kaiser Commission on Medicaid and the Uninsured (KCMU) highlighted five reports that profile the growing uninsured population and portray the health care safety net as increasingly straining to meet uninsured people's needs. The studies found that as the number of uninsured Americans increased by 4.6 million from 2001 to 2004, federal safety net spending per uninsured person fell from $546 to $498 during the same period. 5. IOM CALLS FOR TAILORED CARE PLANS, CLINICAL GUIDELINES FOR CANCER SURVIVORS. A new report from the Institute of Medicine examines ways to improve care and quality of life for the nation's 10 million cancer survivors. The report recommends each cancer patient receive a "survivorship care plan" that summarizes information critical to the patient's long-term care, such as the cancer diagnosis, treatment and potential consequences; timing and content of follow-up visits; tips on maintaining a healthy lifestyle and preventing recurrent or new cancers; legal rights affecting employment and insurance; and the availability of psychological and support services. It also calls for new evidence-based clinical guidelines and standards to assure the quality of care given to cancer survivors, and for better coordination between specialists and primary care providers. 6. CMS RELEASES HCAHPS SURVEY. The Centers for Medicare & Medicaid Services released for comment its final Hospital CAHPS survey instrument yesterday, the first national survey to collect uniform patient feedback on hospital care. The AHA-backed survey will be implemented next year as part of the Hospital Quality Alliance, the public-private collaborative whose members include the AHA and other key national stakeholders. CMS will publish the survey in Monday's Federal Register and accept comments through Dec. 7. Participation by hospitals will be voluntary, and results ultimately will be publicly reported on the Department of Health and Human Services' Hospital Compare Web site. 7. RWJ EXECUTIVE NURSE FELLOWS PROGRAM SEEKS APPLICANTS. The Robert Wood Johnson Executive Nurse Fellows Program is seeking applicants for an advanced leadership program for nurses in senior executive roles in health services, public health, and nursing education who aspire to help lead and shape the U.S. health care system. Up to 20 three-year fellowships will be awarded in 2006. Click here to access the online application. The application deadline is February 1, 2006.
