1. NEW PUBLICATION ON MIGRATION BY ICN NURSE CONSULTANT. The International Council of Nurses (ICN) has announced the release of Nurses on the Move: Migration and the Global Health care Economy, written by Mireille Kingma, PhD., Nurse Consultant in Health and Policy at ICN and published by Cornell University Press. This first thorough book on international nurse migration investigates one of today's most important health care trends and presents a new way to think about the migration of skilled health-sector labor as well as the strategies needed to make migration work for individuals, patients, and the health systems on which they depend. 2. PRESSURE INCREASING ON HOSPITAL EMERGENCY ROOMS. Hospital emergency rooms are being stretched by a growing number of nonemergency visits and patients with serious mental illnesses, as well as a lack of specialists willing to accept on-call duty, according to the Center for Studying Health System Change. According to the center, the problems, if not addressed, will compromise access to hospital care and contribute to higher healthcare costs. The number of patients using ERs for nonemergency care rose steadily between 1997 and 2003, with the largest growth in the rate of nonemergency visits occurring among Medicare patients. 3. OPPORTUNITY TO COMMENT ON HOSPITAL PATIENT EXPERIENCE OF CARE SURVEY. The patient experience of care survey, as known as HCAHPS, was published November 7 in the Federal Register for final review, with comments due December 7 to the Office of Management and Budget (OMB). The survey enables hospitals to collect and share information on aspects of quality best assessed by the patient, and it complements the clinical quality measures already commonly used. The AHA supports the use of HCAHPS, and urges hospital leaders to share the AHA Quality Advisory with key staff. Hospital leaders are also encouraged to send a letter to the OMB asking that they quickly approve the use of HCAHPS to make data on hospital quality readily available to the public.
4. BRONSON METHODIST HOSPITAL RECEIVES NATIONAL BALDRIGE AWARD. Bronson Methodist Hospital was among six organizations chosen to receive the 2005 Malcolm Baldrige National Quality Award, the nation's highest Presidential honor for quality and organizational performance excellence. Bronson Methodist Hospital, located in Kalamazoo, Michigan, is the flagship of Bronson Healthcare Group, a not-for-profit healthcare system serving all of southwest Michigan and northern Indiana. With 343 licensed beds, the hospital provides care in virtually every specialty. 1. CALIFORNIA WITHDRAWS COURT APPEAL OF NURSE STAFFING DECISION. The California Department of Health Services has withdrawn its appeal of a 2004 Sacramento Superior Court decision that invalidated an emergency regulation delaying the implementation of a minimum 1:5 nurse-to-patient ratio in medical/surgical units. The California Hospital Association said the agency's decision to withdraw the appeal requires no change in hospital operations, since the 1:5 ratio has been in effect since the court preliminarily enjoined the emergency regulation in March 2004. 2. AONE SIGNS ON TO LETTER TO OPPOSE RESCISSION PROPOSED ON TWO NURSING WORKFORCE DEVELOPMENT PROGRAMS. AONE recently joined several national nursing organizations in sending a letter to the U.S. House of Representatives opposing the rescission of federal funds for the Nursing Student Loan Program and the Nursing Education Loan Repayment Program. The letter urges Chairman of the Committee on Appropriations, Jerry Lewis (R-CA) and Ranking Member, David Obey (D-WI) to protect their hard-fought investments in Nursing Workforce Development Programs by opposing rescissions that impact these vital nursing education programs.
3. RWJF LAUNCHES NEW RESEARCH INITIATIVE TO EXPLORE NURSING'S IMPACT ON PATIENT CARE AND SAFETY. As part of its efforts to improve the quality of health care for all Americans, the Robert Wood Johnson Foundation has launched the Interdisciplinary Nursing Quality Research Initiative (INQRI), to generate, disseminate and translate research to improve the quality of care provided in hospitals. INQRI will support interdisciplinary teams of nurse scholars and scholars from other disciplines to address gaps in knowledge about the relationship between nursing and health care quality.The five-year, $10 million program encourages applicants to focus on identifying new ways of measuring the relationship between nursing and quality, or assessing the experience of hospitals that have implemented existing measures of nurses' contribution to health care quality, patient safety and a professional and safe working environment. Two-year grants of up to $300,000 will be awarded in July 2006 to support up to seven interdisciplinary research teams. The INQRI call for proposals is available at http://www.rwjf.org/ (under Grant Applications). Brief proposals are due by Jan. 13, 2006. 4. PAY FOR PERFORMANCE IMPROVING HEALTH CARE QUALITY AND CHANGING PROVIDER BEHAVIOR, BUT CHALLENGES PERSIST. "Pay-for-Performance" programs can improve both medical care and quality of life by giving health care providers a financial incentive to seek measurable improvements in the health of their patients, a diverse group of health leaders engaged in a long-term national study reported. But they warned that P4P is not a magic bullet and there are many challenges to overcome for it to sustain its effect on the quality of health care, including whether it can work in all health care settings.The findings, released Tuesday at a National Press Club briefing, are the combined result of seven experimental projects designed to test a variety of pay-for-performance models (P4P). Known as the Rewarding Results program, the three-year effort is both the largest and most diverse of its kind. (Source: Robert Wood Johnson Foundation)
5. HEALTHCARE LEADERSHIP ALLIANCE LAUNCHES COMPETENCY DIRECTORY. The Healthcare Leadership Alliance (HLA), comprised of the nation's premier professional societies representing 100,000 members across the healthcare management field, recently launched the HLA Competency Directory. This searchable reference tool shows educators and healthcare leaders the expertise managers need to meet the challenges of managing the nation's healthcare organizations. Educators, individuals and organizations can use this resource to assess programs, define job requirements and enhance education programs.
