1. NLN NAMES 2005-08 CENTERS OF EXCELLENCE. In an announcement made this week at its 2005 Education Summit, the National League for Nursing (NLN) has named four nursing schools as 2005-08 Centers of Excellence in Nursing EducationTM . The schools received the three-year designation based on their sustained demonstration of excellence in faculty development, nursing education research, or student learning and professional development. The four schools are Excelsior College, Albany, NY; Samford University, Birmingham, AL; University of Louisiana at Lafayette, Lafayette, LA; and the University of North Carolina at Greensboro, Greensboro, NC.
2. CALIFORNIA COLLEGES WORK TO INCREASE NUMBER OF BILINGUAL NURSES. In response to the growing Latino community in Sonoma County, California, Santa Rosa Junior College and Sonoma State University have instituted programs to interest minority students in healthcare professions and have integrated cultural and language classes in their nursing programs. In a one-month Latino culture and language immersion program offered by Santa Rosa Junior College, about 20 nursing and dental hygiene students travel each year to Mexico to study Spanish and work with Spanish-speaking patients. The college also offered a five-week summer course to bilingual high school students last summer to spark their interest in healthcare careers. The nursing program at Sonoma State University gives bonus points to bicultural applicants and has incoriporated cultural competence throughout its curriculum. Students and faculty also volunteer at area clinics that serve Spanish-speaking populations. (SOURCE: Santa Rosa Press Democrat, October 3, 2005)
3. HHS ANNOUNCES NEW REGULATIONS TO ADVANCE E-PRESCRIBING, ELECTRONIC HEALTH RECORDS. HHS Secretary Mike Leavitt has announced new regulations that he says will speed the adoption of e-prescribing and electronic health records systems. A new regulatory proposal from the Centers for Medicare and Medicaid Services (CMS) would create exceptions to the physician self-referral law to allow hospitals and certain health care organizations to furnish hardware, software, and related training services to physicians for e-prescribing and electronic health records. The HHS Office of Inspector General (OIG) has also proposed safe harbors for arrangements involving the donation of technology for e-prescribing and electronic health records. Under the safe harbors, such arrangements would be exempt under the federal anti-kickback statute. The proposed rules were published in the October 5 Federal Register, with public comments accepted for 60 days.
4. NCQA REPORT SHOWS INCREASE IN HEALTH PLAN QUALITY. The quality of care managed by health plans improved in many areas in 2004, but only about 21.5% of the industry now reports publicly on its performance, according to the National Committee on Quality Assurance (NCQA) annual State of Health Care Quality report released this week. Among the 289 commercial health plans that reported their data, average performance improved on 18 of 22 clinical measures, with Medicare and Medicaid plans reporting smaller gains. Improvements in measures related to high blood pressure contrrol were up 4.6 points to 66.8%) and cholesterol control for people with diabetes was up 4.4 points to 64.8%.
5. NATIONAL CANCER ORGANIZATIONS REPORT CANCER RATES STILL ON DECLINE. The nation's leading cancer organizations reported this week that Americans' risk of dying from cancer continues to decline and that the rate of new cancers is holding steady. The "Annual Report to the Nation on the Status of Cancer," published in the October 5 Journal of the National Cancer Institute, finds observed cancer death rates from all cancers combined dropped 1.1 percent per year from 1993 to 2002. The report's authors attribute the decline to progress in prevention, early detection and treatment, but noted that not all segments of the U.S. population benefitted equally from the decline. The dealth rate in men declined 1.5 percent per year from 1993 to 2002, compared to a 0.8 percent decline per year in women. Lung cancer is reported as the leading cause of cancer deaths in both men and women. Death rates decreased for 12 of the top 15 cancers in men, and nine of the top 15 cancers in women.
