1. CDC, ASHE OFFER TIPS FOR CLEANING, REOPENING HOSPITALS. The Centers for Disease Control and Prevention (CDC) has released guidelines for the remediation and reopening of healthcare facilities closed due to extensive water and wind damage, such as that inflicted by hurricanes Katrina and Rita. The documents, which were developed by the American Society for Healthcare Engineering (ASHE), provide an overview of the steps involved in remediation as well as links to government agency Web sites offering best practices for removing mold, disinfecting water, repairing electric utilities and medical equipment, cleaning ventilation systems, and other infection control tasks. They also include a comprehensive checklist to help healthcare facilities prioritize and organize their efforts, from the initial safety evaluation to post-reoccupation surveillance. The checklist covers all areas of the hospital, from the emergency department and burn units to the laundry and food service areas. (SOURCE: AHA News Now, October 25, 2005)
2. ADMINISTRATION, HHS SOON TO ISSUE PANDEMIC PREPAREDNESS, RESPONSE PLANS. The Bush Administration soon will issue a national flu pandemic preparedness plan that will be followed up by a public health and medical response plan from the Department of Health and Human Services, HHS Secretary Mike Leavitt announced yesterday. Addressing a National Press Club audience, Leavitt said the department's plan will focus on intensifying surveillance and response to outbreaks of avian flu overseas, stockpiling vaccines and retroviral drugs, and creating a "seamless network" of federal, state and local officials to communicate public health information and address surge capacity. He said HHS also is developing criteria for prioritizing the distribution of limited vaccine supplies among the states and localities in the event of a pandemic. The agency also announced a $65.2 million contract with Chiron Corp. to manufacture vaccine designed to protect against the H5N1 virus, which causes avian flu. 3. CMS ANNOUNCES NEW IMPLANTABLE DEFIBRILLATOR REGISTRY. The Centers for Medicare & Medicaid Services (CMS) has announced the creation of a new national registry for implantable cardioverter defibrillators (ICDs) in an effort to learn more about their use for primary prevention of sudden cardiac death among Medicare beneficiaries. The American College of Cardiology's National Cardiovascular Data Registry's (ACC-NCDR) ICD RegistryTM will become the new repository of information from more than 1300 hospitals nationwide, effective April 1, 2006. The registry was created by a partnership between ACC and the Heart Rhythm Society, and has support from the ICD manufacturing industry, private health plans and payers, and hospital groups. In January, CMS announced that it would expand Medicare coverage of ICDs, increasing the number of eligible Medicare beneficiaries by one-third to nearly 500,000, and require hospitals to submit data to an ICD registry as a criterion of coverage. Since then, CMS has been gathering data using its QNet platform. CMS will require hospitals to transition their current ICD data reporting activities from QNet to the ACC-NCDR ICD Registry by April 1, 2006.
4. SURVEY SHOWS HOSPITALS ARE RE-EVALUATING DISASTER RECOVERY PLANS FOLLOWING HURRICANES. A survey conducted by VHA, Inc. among its member hospitals shows that nearly half of those who responded are planning to modify their disaster recovery plans in the wake of Hurricanes Katrina and Rita. More than 350 hospital leaders and managers, ranging from CEOs and CNOs to materials managers, pharmacists and emergency department coordinators, responded to the survey. Larger hospitals are more likely to modify their plans, as are hospitals from the Central Atlantic, New England and West Coast regions. Some modifications that hospitals are considering making to their plans include establishing formal arrangements to receive food via helicopter, adding a section on how to treat patients when the hospital has no electricity or functioning communication devices, and exploring alternative evacuation sites that are on higher ground.
5. AAMC REPORTS MAJOR INCREASE IN U.S. MEDICAL SCHOOL ENROLLMENT. U.S. medical schools are seeing a significant increase in enrollment levels and applicants, according to new data released this week by the Association of American Medical Colleges (AAMC). AAMC reports that the 2005-06 entering class is the largest on record, with more than 17,000 first-time enrollees, a 2.1 percent increase over the 2004 total of 16,648 students. Twenty-two of the nation's 125 allopathic schools (institutions that grant the M.D. degree) expanded their class size by five percent or more during the past year, with seven of them boosting first-year enrollment by more than 10 percent. The total number of applicants for the 2005-06 school year also increased by 4.6 percent to 37,364. Driving this increase were more Hispanic and Asian applicants. Overall, applications from Hispanic students rose by 6.4 percent, with applications from Mexican-Americans up almost eight percent over 2004. The number of Asian applicants increased by 8.1 percent to 7,286. The number of black applicants was essentially unchanged at 2,809, and black enrollment declined slightly to 1,068 from the 2004 total of 1,086. There were more male applicants than female applicants for 2005-06, putting men in the majority for the first time in two years.
6. FEDERAL COMMISSION URGES IMMEDIATE ACTION ON DEVELOPMENT OF NATIONAL HIT INFRASTRUCTURE. The federal government should develop a nationwide patient authentication standard that protects individuals' information and lead an effort to offer financial incentives to providers in order to foster the electronic exchange of health information, said the Commission on Systemic Interoperability in its report released this week. In all, the Commission describes 14 steps for creating a connected system of instantly accessible health records for every American. To address confidentiality concerns, the commission recommended a patient authentication system that would serve the dual purpose of both connecting and protecting information. The Commission, authorized by the Medicare Modernization Act, was appointed by the president and Congressional leaders to develop a strategy to make healthcare information instantly accessible at all times to consumers and their healthcare providers.
