In voting early on July 28, the Senate failed to repeal the Affordable Care Act, Modern Healthcare reported. Sens. John McCain (R-Ariz.), Lisa Murkowski (R-Alaska) and Susan Collins (R-Maine) voted against the Health Care Freedom Act, which landed at a 49-51 vote.
